Fed: Dutton says looks at what's delivered not what's promised

The federal opposition says KEVIN RUDD's health reform plan is starting to sound a little ad hoc.

The prime minister announced 500 million dollars to cut hospital emergency department
waiting times yesterday .. if the states sign up to his reforms at next week's COAG meeting
.. and is to unveil a 739 million dollar plan for a federal takeover of aged care later
today.

Opposition health spokesman PETER DUTTON's told ABC TV it doesn't look like a proposal
that's been properly thought through .. and the question's whether Mr RUDD can deliver
on his promises.
